Harrison County Projected vs Actual Release
A projected release date is a calculation based on the sentence and information known at that time. It may mark a minimum, conditional-release point, parole eligibility, an estimated release, or the maximum end of a sentence. These terms describe different legal points. The actual release date records when a custodian completed the physical release or transfer. A projected date can change before that event, and even a correct sentence-level date does not promise release from a Harrison County booking on that day.
Pretrial custody works differently. A person held at the Harrison County Detention Center before disposition usually has no date that can be computed from a sentence. Bond action, a judge's order, the outcome of the case, warrants, detainers, and the jail's release processing control departure. For a locally sentenced person, the judgment, credit for qualifying prior custody, sentence computation, and holds must be reconciled by the Sheriff and sentencing court.
Scheduled vs actual release: A minimum, conditional, eligibility, estimated, or maximum date is not proof that Harrison County custody ended.
The distinction matters after the event too. A person may leave the county jail for MODOC, another county, federal custody, or another authority. That movement closes one custody episode without establishing community release.
Find a Harrison County Release Date
Begin with the custodian, not a guessed sentence formula. The MODOC Offender Search is appropriate when the court or jail facts show a state commitment or active state supervision. It searches active offenders, including parolees and probationers, but excludes discharged people. A Harrison County jail sentence or pretrial booking belongs with the Sheriff and court instead.
Use this sequence to locate the strongest available date and learn what that date means.
- Identify whether the person is pretrial, serving a local jail sentence, committed to MODOC, or already on parole or probation.
- For county custody, check the Harrison County current roster and released roster only for custody status and a recent completed release timestamp.
- Open Missouri Case.net in the correct court and review the judgment, sentence, bond action, commitment, amended orders, warrants, and public disposition.
- For a state commitment, search MODOC by the most complete name or DOC number, complete the visual check, and note the portal's displayed data date.
- Read each live sentence or release field by its exact label. Do not rename an eligibility or conditional-release field as a guaranteed date.
- If the person is fully discharged or the active detail is unclear, use the MODOC nightly Sunshine database or request the sentence and discharge record.
- Confirm the final event with the Harrison County Sheriff, MODOC caseworker, field officer, or court, based on which agency owns the record.
The full county custody and release-record route is available on the Harrison County released inmates home page. That path is more useful than MODOC for a person who never entered state corrections.
The manifest's successful capture below shows the official MODOC active-offender search.
The portal is the current-state route for a sentenced state offender, while a prior or discharged record requires the archive and records channels described below.
County Jail vs MODOC Dates
Harrison County has two distinct computation channels. The county channel begins with the sentencing court and Harrison County Sheriff. It applies to a pretrial booking or local jail sentence. The state channel begins with MODOC records and applies after commitment to the Missouri Department of Corrections. Neither source should be used to fill gaps in the other.
For local custody, ask for the judgment, booking date, sentence start, sheriff-certified jail credit, any amended order, and the status of holds. For state custody, examine the exact active-offender detail and the sentence rows in the MODOC nightly Sunshine database. The prior-offender data document fields titled Sentence-I Minimum Release Date, Sentence Maximum Release Date, and Completed Flag. One person can have several sentence and charge rows, so a lone date without its cause number and county can be misleading.
| Question | Harrison County jail channel | MODOC channel |
|---|---|---|
| Who calculates? | Sheriff using the judgment, certified credit, and holds | MODOC under state sentence rules and agency records |
| Main source | Jail record and sentencing court file | Active offender detail, nightly database, caseworker, or records custodian |
| Pretrial date? | Usually no fixed date | Not the proper channel unless a state commitment exists |
| Historic completion? | County release record and court disposition | Nightly prior-offender data or a Sunshine request |
| Final check | Actual release or transfer timestamp | Custody, parole, or discharge confirmation |
The MODOC glossary defines maximum release as service of the full specific sentence and minimum release as the conditional-release date. Special numeric values can represent life, indeterminate or interstate matters, or assessments. They should not be converted into a normal calendar date without agency confirmation.
Note: Match the sentence county and cause number before treating a MODOC row as part of a Harrison County case.
Harrison County Conditional Release Dates
Missouri section 558.011 divides many term-of-years felony sentences into a prison term and a conditional-release term. For a term of nine years or less, the conditional-release term is generally one-third of the sentence. For a term over nine through fifteen years, it is three years. For more than fifteen years, it is five years. The prison term is the remainder.
Those proportions are not a universal release calculator. The statute contains exceptions, including dangerous felonies and specified repeat remands. The Board may also extend a conditional-release date toward the full sentence for institutional rule violations through the required process. Consecutive sentences, other minimum terms, and sentence-specific rules can affect the record.
A conditional-release date is the point tied to the supervised portion of the state sentence. It is not the same as a Harrison County jail release timestamp, a parole eligibility date, or final discharge from MODOC. Confirm which label appears in the active detail or sentence file before explaining the date.
Note: Missouri conditional release is a sentence stage, not proof that the Harrison County jail completed a physical release.
Harrison County 85 Percent Rule
Missouri's 85-percent rule does not apply to every person in MODOC. Under section 558.019, subsection 3 applies the stated minimum to a person found guilty of a dangerous felony as defined in section 556.061 and committed to MODOC. The minimum is 85 percent of the imposed sentence, or the statute's age-70 and 40-percent alternative, whichever comes first.
Subsection 5 defines the minimum prison term as time before eligibility for parole, conditional release, or other early MODOC release. Covered prior prison commitments can trigger separate 40-, 50-, or 80-percent minimums. These rules concern eligibility. They do not direct the Sheriff to release a county detainee and do not guarantee that the Parole Board will grant release at the first eligible point.
To apply any percentage, first verify the actual conviction, statutory classification, commitment history, concurrent or consecutive structure, and current agency calculation. A charge shown on a Harrison County roster can later be amended or resolved differently. The judgment and MODOC record, not the booking allegation, control the sentence analysis.
Harrison County Good-Time Credit
Missouri section 558.041 allows eligible MODOC offenders to receive additional confinement credit upon recommendation under the director's policy for orderly conduct and program participation. Credit may be lost for violations. It is not a guaranteed amount that can simply be subtracted from every state sentence.
The Parole Board rules address ineligibility and the relationship between administrative good-time release and conditional release. They should be read with the person's sentence and active MODOC calculation. Failure to complete a required program, an institutional rule violation, loss or restoration of credit, and a later correction can all alter the working date.
Earned compliance credit under section 217.703 is different. It can reduce eligible community supervision after release. It does not reduce the prison term in the same way as section 558.041 confinement credit. Mixing these two credits can produce a date that looks precise but has no support in the official record.
Credit check: Prison good time, certified jail credit, and community-supervision compliance credit are three separate calculations with different legal effects.
Harrison County Jail Credit
Missouri section 558.031 governs credit for qualifying custody related to an offense before the sentence begins. The current framework relies on sheriff certification. This is why adding the imposed term to the judgment date often fails. The person may have qualifying pre-sentence custody, custody tied to another matter, a gap in credit, or a later certification change.
A Harrison County sentence computation should reconcile the booking period, court judgment, commitment date, sheriff-certified credit, and any concurrent or consecutive terms. Amended judgments and clerical corrections matter. So do holds from another court or agency. A calculated local end date may describe when the Harrison sentence expires while another legal basis still prevents release into the community.
Ask the Sheriff for the custody and release computation the office actually uses, then compare it with the public court file. Do not ask the records custodian to create a new legal analysis. A narrow request for existing booking dates, release date, commitment or release order, certified jail credit, and open hold or transfer fields is more likely to identify the source of a disagreement.
Why Harrison Release Dates Change
A projected date is revised when a fact in the sentence, credit, custody, or release-decision record changes. The cause may be adverse, beneficial, or purely corrective. A later date does not by itself prove misconduct, and an earlier date does not prove that physical release has occurred.
| Factor | Possible effect | Best confirmation |
|---|---|---|
| Rule violation | Loss of credit or extension toward the full sentence | MODOC caseworker and discipline or Board record |
| Credit restoration | Earlier working date after agency action | Current MODOC calculation |
| Certified jail credit | Changes time credited before sentence commencement | Sheriff certification and sentence record |
| Amended judgment | Changes sentence terms or structure | Sentencing court file |
| Concurrent or consecutive terms | Changes how multiple sentences combine | Judgments and MODOC sentence rows |
| Parole decision | Grant, denial, or a later release point | Missouri Parole Board and active offender record |
| Detainer or hold | Prevents community release or causes transfer | Custodian and issuing agency |
Other supported changes include failure to complete a required program, escape and return, and clerical correction. The record should identify which factor applies. Do not infer a violation from a changed date alone.
Note: A detainer may change the destination rather than the sentence date, so confirm whether departure means release or transfer.
Confirm Harrison County Actual Release
After a date approaches, check the agency that holds the person. For Harrison County custody, use the Sheriff's current roster and 48-hour released roster, then call 660-425-3199 for the release type or transfer destination. For MODOC custody, use the active offender detail and contact the institutional caseworker. For parole timing or field supervision, contact the Missouri Parole Board or assigned Probation and Parole officer.
MOVANS can notify registered users of a custody or court-status change when the agency feed supports it. Register before release when possible. A notification is a prompt to verify, not a certified release record, and an “Out of Custody” result does not rule out transfer or another authority. The detailed registration and person-check process appears on the VINELink Check page.
For a prior MODOC record, use the nightly database and request the release from confinement, parole or conditional-release date, minimum and maximum release dates, completed flag, and final discharge date. For county custody, ask for the actual booking and release timestamps plus the release authority and destination when open. The actual event, not the forecast, closes the date question.
